NEW JERSEY'S ELECTRIC DISCOUNT AND ENERGY COMPETITION ACT (EDECA)
Established New Jersey's Renewable Portfolio Standard and Societal Benefits Charge (SBC) which are the foundations of New Jersey's Clean Energy Program. Comprehensive Resource Analysis (CRA) & Stakeholder Engagement CRA Proceedings established the Clean Energy Program in agreement with the 7 energy utilities in New Jersey and the Division of the Ratepayer Advocate (DRA). Stakeholders - including business, environmental, and consumer advocacy groups - intervened in the proceedings and formed the basis of ongoing public consultation and input.

NEW JERSEY'S CLEAN ENERGY PROGRAM ESTABLISHED BY BOARD ORDER MARCH 9, 2001
with the 7 electric and natural gas utilities as Program Managers and the Board and NJDEP to oversee and monitor administration of all programs - Program Compliance Filing submitted April 9, 2001 and on an annual basis every year since. New Jersey ENERGY STAR© Homes Program Launched Leading program to increase energy efficiency of new homes. ENHANCED RENEWABLE PORTFOLIO STANDARD & SOLAR CARVE OUTincludes a call for 90 megawatts of solar power by 2008. New Jersey's Net Metering Law & Interconnection Standards make it easier for solar users to connect to the grid and provide their excess electricity into the system. 335,000 MWh of electricity saved per year from NJCEP projects installed in 2004. Alternate Compliance Payment (ACP) and Solar ACP (SACP) for Energy Year 2005 set at $50.00 per MWh for the ACP and $300.00 per MWh for the SACP. Board Approved NJCEP Funding Allocations 2005 through 2008 for New Jersey's Clean Energy Program, including the allocation for Energy Efficiency and Renewable Energy. Combined Heat & Power Program Launched; Cool Cities Program launched. 6,526 New Jersey ENERGY STAR© Homes Committed to be Built in New Jersey.

New Jersey solar verification and trading platform goes live. Revised New Jersey Solar Rebate Structure Ensures continued financing and incentives for public and private sector projects. New Jersey CleanPower Choice ProgramSM established by Board Order to be implemented by October 1, 2005. 20,800 ENERGY STAR© Homes built since 2001. 21,394 C&I Energy Efficiency installations for improved building efficiency since 2001. 14 million MWh of electricity saved and 38 million Dekatherms of natural gas saved since 2001.
